Advanced GIS technology with human face


Our team has been working within CAP and IACS for more than 15 years. We tried various solutions for the LPIS QA tests to make them easy, smooth, correct and understood. It took some efforts, resources and time from the introduction of the LPIS QA as a part of the CAP to realize, that there is no need to invent a new tool, let us call it a bicycle, because the bicycle had been already invented by the professionals from GDV. All we needed was to take their product ETS-Reporter and enjoy the ride. We don’t have to worry about service, support, maintenance and particularly about documentation, since the GDV team take care of all of this and they are just by our side when we need a technical support.

Furthermore, you are always up to date with the annual user workshop of GDV and it offers you the possibility to exchange experiences and to discuss the LPIS-QA to the last detail. 
Especially this “all-round carefree package” of GDV, from software, customer service, independent further development according to the specifications of the JRC and its explanation with contradictory specifications, makes the software ETS-Reporter unique "on the market". That we are not alone with this opinion in Thuringia shows that since the introduction of the LPIS test in 2010, the software is now being used in 9 federal states and 5 other EU member states.

Since 2005 we use in the Federal Network Agency the GDV-MapBuilder-based BNetzA GIS for collection and analysis of our specialist data in conjunction with the spatial data held by the Federal Office for Cartography and Geodesy. We have deliberately opted for a provider who can respond quickly and flexibly to our wishes and suggestions and has also a matching, own product in its portfolio. After the positive experiences in development of some extensions for the BNetzA GIS in cooperation with the GDV, it was obvious to go the next step as well. The framework agreement for the use of GDV-Map Builder opens up new possibilities. Because of the independent use of the GIS API, we are now in a position to implement further adjustments and enhancements more quickly. And this with the good feeling at all times to have the recourse on the support and experience of a competent and reliable partner.

The application is very easy to use and has an intuitive user guidance.

The GDV solution for On-the-spot-checks (IACS) is used very successfully in our state since 2003. The staff of the inspection service within the WI Bank Hessen is therefore extremely satisfied with the application in the field. The application is very easy to use and has an intuitive user guidance.  Another reason for the high acceptance is certainly also the fact that we were professionally involved as Paying Agency in the various stages of the development process of the software. The result is a straightforward and practical professional application that completely meets the EU requirements and was praised during an inspection audit of the European Commission as a particularly successful solution.

Using ETS-Reporter allows us to concentrate on the actual ETS-test and less on the underlying specifications. Furthermore, we can exchange experiences with other member states in the yearly user workshops of the GDV and reduce misunderstandings of the complex regulations.

The software developed by GDV shortens massive the time of preparation and postprocessing of data used for the annual quality assessment of the system, which is used as a reference base for granting direct payments to over 1.3 million of farmers.

Keeping all relevant data in this database allows us not only to process data very quickly (we use this database everyday for ad-hoc spatial analysis), but also to let more than one person at the same time work on LPIS QA. And ETS-Reporter does its job. Moreover, GDV follows any technical changes introduced by the JRC in the LPIS QA methodology, and provides us with upgrades if necessary. The high security requirements implemented excellently.

The high security requirements represented a significant challenge during the joint development of the overall system specifications.
Following an internal test phase, the infrastructure atlas went online in 2012 and since then has proven itself, as can be seen by the continuously growing number of users since the system went live. The cooperation with GDV also proved very successful in all project phases. The GDV employees are always competent contactpersons when it comes to maintaining system operation and also with regard to the ongoing development of the system in line with requirements.
