The Hessian integrated agri-environmental programme (HIAP) is an integral part of the development plan for rural areas (EPLR). HIAP is therefore the current agri-environmental aid programme for the period 2007-2013, which can be applied for contractually. It replaces the former Hessian landscape conservation programme (HELP) and the Hessian cultural landscape programme (HEKUL).
The application HIAP-SC, which is based on the GDV-MapBuilder, was developed as a desktop GIS solution. The programme was created as a JAVA application and is made available to users by the "Hessische Zentrale für Datenverarbeitung" (HZD - the central IT service provider of the State of Hesse) using Windows Terminal Server technology. This easy-to-use application contains aerial photos provided via ESRI ArcSDE and ArcIMS as well as topographical maps with a scale of 1:25.000 (TK25), both of which are used for spatial orientation. The latest information in Oracle Spatial, regarding plots of agricultural land that have actually been applied for, is also available to users. Digitalisation of the selection criteria is currently carried out via single-user-editing of the specific shape files provided by the respective department.
The data that is entered during this process is then successively published on the website of the Hessian Ministry for the Environment, Energy, Agriculture and Consumer Protection using an interactive map application (HIAP viewer).
