The European Commission (EC) promotes the use of new technologies in the context of the Common Agricultural Policy (CAP) and the Integrated Administration and Control Systems (IACS) which are managed by the European Union Member States.
In 2018 Checks by Monitoring (CbM) were introduced for area-based support schemes as an alternative to classical on-the-spot-checks (Article 40a of implementation regulation (EU) 746/2018 of 18 May 2018).

Quality tests for the area monitoring system with AMS-Reporter

Starting in 2023, EU member states must operate an area monitoring system (AMS), the results of which must be used to prepare the annual performance report. An annual quality assessment is planned for the AMS (AMS-QA), the specifications for which are currently being drawn up by the EU Commission. GDV offers AMS-Reporter, a solution developed on the basis of the JRC specifications "Checks by monitoring - Quality Assurance, Technical guidance v.1.2". After publication of the final specifications, AMS-Reporter will be adapted accordingly and can then also be used for AMS-QA. AMS-Reporter is an easy-to-use stand-alone application for performing the annual quality assessment of area monitoring required by the Joint Research Center (JRC) of the European Commission.
The application can be used to import the basic data from the area monitoring (CbmQaSamplePreselection, Data on FeatureOfInterest, Item and ReferenceImagery). Subsequently, AMS-Reporter enables the collection of all necessary data according to the predefined "Inspection Workflow". The result values of the QA report are automatically calculated in AMS-Reporter and visualized in the application using a form area. After changes, all values are checked for completeness and consistency. When performing the quality test, users are optimally supported by plausibility messages (e.g. missing entries, contradictory entries, etc.). After the quality test has been carried out successfully, the entire reporting package can be created in XML/GML format with a simple click of the mouse, in accordance with the given schema definitions, so that it can be made available to the JRC. In our annual AMS-Reporter Workshop, we present all new features and changes of the JRC and discuss with you the best possible integration into the software for you. The technology of the application

AMS-Reporter is a Java-based desktop application that contains components that have been successfully used for years in applications for IACS On the spot checks, LPIS quality testing, and other IACS-specific specialized applications. CbM-Reporter pays special attention to easy-to-understand, intuitive usability as well as comprehensive and accurate compliance with EU requirements. CbM-Reporter is based on the Java GIS API GDV-MapBuilder. This is a framework for the simple development of platform-independent client- as well as server-side specialist applications.
By using OpenJDK, you can safely run AMS-Reporter in your IT environment without fearing additional licensing costs. AMS-Reporter supports both file-based data sources (e.g. ESRI-Shape) and web services and database connections (e.g. Oracle and PostgreSQL) in which your work data can also be held and processed.

The AMS-Reporter package

You purchase a one-time start-up package which includes, among other things, the basic license of the standard AMS-Reporter software. With this license, the AMS-Reporter application can be used in the area of responsibility of your paying agency at any number of workstations to perform AMS QA. You will receive the latest version of AMS-Reporter for the reporting year in which you want to use the application for the first time. In addition, you will immediately benefit from our user support, which will help you and your employees in all technical and professional questions in a competent and friendly manner by phone or e-mail. Also included in the package is the free participation of up to two of your employees in our annual customer workshop, where we report on all changes planned by the JRC, explain them, offer solutions and open them up for discussion.
