In accordance to the Regulation (EU) 2021/2116 on the financing, administration and monitoring of the Common Agricultural Policy 2023-2027, all member states also have to check and document the quality of their Area Monitoring System (AMS) from January 1, 2023. The specification for performing the AMS quality check is published by the European Commission.
Quality tests for the area monitoring system with AMS-Reporter
The regulation (EU) 2021/2116 on the financing, management and monitoring of the common agricultural policy 2023-2027 entered into force on January 1, 2023. Among the innovations, the following three components of the integrated administration and control system will be subject to a quality assessment:
- The system of identification of agricultural parcels LPIS (Land Parcel Identification System).
- The geo-spatial application system GSA (Geo-Spatial Application)
- The Area Monitoring System (AMS)
The AMS-Reporter package
You purchase a one-time start-up package which includes, among other things, the basic license of the standard AMS-Reporter software. With this license, the AMS-Reporter application can be used in the area of responsibility of your paying agency to perform AMS QA. You will receive the latest version of AMS-Reporter for the reporting year in which you want to use the application for the first time. In addition, you will immediately benefit from our user support, which will help you and your employees in all technical and professional questions in a competent and friendly manner by phone or e-mail. Also included in the package is the free participation of up to two of your employees in our annual customer workshop, where we report on all changes planned by the EU commission, explain them, offer solutions and open them up for discussion. This gives you the opportunity to incorporate your ideas into the further development process of AMS-Reporter and to exchange ideas intensively with one another in a constantly growing and very friendly user community.
In the subsequent years after the first reporting year, you can purchase a lower-cost annual update package in each case. In addition to the license for the continued use of AMS-Reporter, this includes all elements of the starter package as well as a software delivery of AMS-Reporter that includes all adjustments required by the EU commission for the year in question.

The technology of the application
AMS-Reporter is a Java-based desktop application that contains components that have been successfully used for years in applications for IACS On the spot checks, LPIS quality testing, and other IACS-specific specialized applications. CbM-Reporter pays special attention to easy-to-understand, intuitive usability as well as comprehensive and accurate compliance with EU requirements. CbM-Reporter is based on the Java GIS API GDV-MapBuilder. This is a framework for the simple development of platform-independent client- as well as server-side specialist applications.
By using OpenJDK, you can safely run AMS-Reporter in your IT environment without fearing additional licensing costs. AMS-Reporter supports both file-based data sources (e.g. ESRI-Shape) and web services and database connections (e.g. Oracle and PostgreSQL) in which your work data can also be held and processed.
